Annual Work Report of WHO Collaborating Centre for Human Resources for Health

From September 2020 to September 2021, with the support and guidance of the World Health Organization (WHO) Western-Pacific Region and the National Health Commission of China (NHC), Health Human Resources Development Centre of NHC (HHRDC), as the WHO Collaborating Centre for Human Resources for Health, had committed to its function on health workforce capacity building and policy research, and completed its annual tasks.

I. In consultation and coordination with WHO, conducted training programs for senior public health executives.

1. On Nov 25-26, 2020, HHRDC and the First Affiliated Hospital of Guangxi Medical University jointly organized “China-ASEAN Hospital Management Symposium” as one of the side events of the Third China-ASEAN Health Forum. During the “China-ASEAN Hospital Management Symposium”, more than 300 guests from Myanmar, Cambodia, Laos, Thailand, Vietnam, Singapore, Indonesia, Japan and other countries and domestic government medical management department officials, medical institutions and experts conducted in-depth exchanges and discussions on key areas such as smart hospital construction, integrated development of Internet technology and hospital management, construction of cross-border medical ecology, and improvement of access to nursing services, and a cross-border medical service cooperation platform for ASEAN countries was launched.

2. On 24-25 May 2021, the Second China-ASEAN Senior Health Executives Workshop was held on line. High level health executives, health professionals and experts from China, Brunei, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines and Thailand as well as representatives from the ASEAN Secretariat had in-depth exchanges and discussion in the fields of health administration, emergency response and disease control. Country experiences were shared and valued.

3. Since the early stage of the pandemic, HHRDC has established the online “Knowledge Center for China’s Experiences in Response to COVID-19” (https://covid19.alliancebrh.com/covid19en/c100022/pic_1.shtml), sharing technical guidelines and training on laboratory testing and epidemiology, clinical diagnosis and treatment, disinfection and personal protection.

4. HHRDC conducted online exchanges and workshops on a regular bases for health executives and health care workers from both ASEAN member states and around the world focusing on COVID-19 prevention and control protocols, clinical diagnosis and treatment, laboratory test and personal protection measures, etc. 

II. Training Workshop on Nursing Leadership and Management

Building leadership and management capacities of nursing and midwifery professionals is an important priority, especially with reference to the 2020 Year of Nurses and Midwives.

1. Global Health Nursing Leadership Program 2021

HHRDC and the School of Nursing Peking Union Medical College (WHO Collaborating Centre for Nursing Policy-Making and Leadership) are in collaboration with College of Nursing of University of the Philippines jointly developed “Global Health Nursing Leadership Program 2021”. This was an online course on ‘fit for the future’ global nursing leaders in the WHO Western Pacific Region planned on 1 November- 14 December. 

2. China Nursing Leadership Education Program

HHRDC in collaboration with University of Chicago Medical Center developed virtual China Nursing Leadership Education Program from September 2020. It is a 7-week training designed for nursing directors and managers in Chinese hospitals to strengthen their communication and relationship management, knowledge of health care environment, professionalism and business skills. The second training in 2021 was held from 16 Oct to 20 Nov. 

III. Technical support for strengthening family medicine training programs

Under the guidance of WPRO and based on previous exchange and discussion, HHRDC supported Sir Run Run Shaw Hospital (SRRSH) in Zhejiang province to develop high-quality, high cost-effective GP training programs for selected candidates from WPRO countries.

IV. Conduct researches on health human resource policy

HHRDC conducted the following four researches, and shared findings with other WHO members states.
