A WHO collaborating centre is an institution designated by the Director-General of WHO to form part of an international collaborative network set up by WHO in support of its programme at the country, intercountry, regional, interregional and global levels. In order to better felicitate human resources for health development both in China and abroad, to fully play the role of national health human resources management organization, HHRDC applied for WHO Collaborating Center early in 2006, and was designated in 2007. This is the fourth time that HHRDC has achieved redesignation.

In line with the WHO policy and strategy of technical cooperation, a WHO collaborating centre also participates in the strengthening of country resources, in terms of information, services, research and training, in support of national health development. As agreed with WHO on terms of reference and workplan as the CC, HHRDC will focus on four tasks during this term: First, orientation and capacity building of senior public health executives on universal health coverage to support policy initiatives for health system strengthening. Second, building leadership and management capacities of nursing and midwifery professionals. Third, strengthening family medicine practitioners capacity to improve primary health care services.
